Harbour Access Pass
A Belfast Harbour Pass is required for access to Belfast Harbour in the area bounded by Dock Street, Northern Road and Seal Road, and for access to other port operational areas.
Belfast Harbour passes are issued to ensure security and safety in compliance with International Ship and Port Security (ISPS) and Health and Safety Requirements.
PASS DURATION
All passes are valid for three years.
COST AND APPLICATION
Currently, pass applications are free. However, due to increasing administrative costs, this will change in the future. Applicants will be notified in due course.
TO OBTAIN A BELFAST HARBOUR PASS
Before beginning your application, please ensure you have completed the following steps:
- Safety Induction
All applicants must complete the online Belfast Harbour Safety Induction, at: https://portsafety.belfast-harbour.co.uk/assessment
– Non-Quay – Port Roads Access (for office-based staff working or based within the port area)
2. Photograph
A photograph meeting the specified requirements must be provided. Photo requirements can be found here: Photo Submission Instructions – Belfast Harbour3. Employer/Sponsor Authorisation Form
You must upload a completed Employer/Sponsor Authorisation Form during the application process.
4. Start Your Application

PASS COLLECTION
Applicants will receive an email from Belfast Harbour with the outcome of their application. If approved, they will be required to book an appointment to collect their pass. Please note that passes can only be collected by appointment.

VISITORS
Access for day visitors and non-quayside goods deliveries will be provided via the intercom system without the requirement for a pass to be issued. Anyone requiring regular or permanent access will fall into the arrangements as outlined above.
VEHICLES
During the online pass application process, you will be asked to provide the registration number for up to two vehicles. This detail will permit Belfast Harbour to use the registration number to open barriers automatically as your car approaches, helping to make the process of entry as efficient as possible. This will be enabled after the collection of your pass. Should your vehicle change in the future, please communicate this change, including the registration number, to passoffice@belfast-harbour.co.uk so that the system is kept up to date and your port entry is not delayed.

With the issue of each pass there will be an undertaking that the pass holder will abide by all legislation, Belfast Harbour Bye Laws, rules and standards.
